Organizational Context
Established in 1951, the International Organization for Migration (IOM) is a UN-related agency focused on promoting humane and orderly migration. The organization works with partners to save lives, protect displaced persons, and facilitate migration pathways. This Supply Chain Assistant role is situated within the Sub-Office in Guinea, operating under the overall supervision of the Chief of Mission.
Job Purpose
The Supply Chain Assistant in Guinea is responsible for managing resources management functions within the Sub-Office. This role supports the overall mission of IOM by ensuring the efficient and effective procurement, logistics, and supply chain operations. The position contributes to the organization's ability to deliver on its mandate of promoting humane migration, protecting people on the move, and facilitating pathways for regular migration. By managing procurement requisitions, tender processes, vendor payments, and asset management, the assistant ensures that essential goods and services are acquired and delivered in a timely and cost-effective manner, directly supporting IOM's operational activities and programmatic goals in the region.
Responsibilities
The Supply Chain Assistant is responsible for managing procurement processes, including receiving and consolidating requisitions, verifying compliance, and preparing tender documents. They will solicit bids, prepare bid analysis summaries, and confirm terms with selected suppliers, preparing purchase orders and contracts. The role involves monitoring the status of requisitions, ensuring timely delivery of goods and services, and coordinating with receiving units for satisfactory delivery notes. Additionally, the assistant will review vendor invoices, prepare payment requests, and coordinate timely payments. Maintaining physical and electronic records of all procurement documentation is crucial. The position also includes conducting market surveys to identify and evaluate potential suppliers, managing contractual agreements, and monitoring office supplies. Further duties encompass performing supply chain tasks related to property and asset management, warehousing, insurance, maintenance, and transportation, including monitoring logbooks and fuel consumption. The assistant will also support the coordination of transportation needs, monitor contractors, and assist in organizing meetings and training events.
Work Experience
Required experience includes procurement and logistics, working with vendors and service providers, and managing asset processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, as well as experience working in an international organization, are considered advantageous.
