Organizational Context

The International Organization for Migration (IOM) in Colombia is implementing a project with OCHA to provide life-saving humanitarian assistance and strengthen protection for populations affected by confinement, mass displacement, disaster events, and mixed migration flows across 11 priority departments. The project specifically focuses on health, aiming to deliver primary care services through agreements with Health Service Providers (IPS) and deploying mental health and psychosocial support teams. This consultancy role supports these efforts by providing technical assistance to hospitals and IPS.

Job Purpose

This consultancy aims to provide crucial technical assistance to hospitals and Health Service Providers (IPS) in Colombia, facilitating the accurate registration, validation, and reporting of Individual Health Service Provision Records (RIPS). The role directly supports the IOM and OCHA project's objective of delivering life-saving humanitarian assistance and strengthening protection for vulnerable populations affected by crises, displacement, and migration. By ensuring the quality and timeliness of health service data, this position contributes to effective project monitoring, administrative management, and the overall goal of improving health outcomes for affected communities. The consultant will also assist psychosocial teams in data recording and ensure adherence to data protection and reporting standards.

Responsibilities

Provide technical assistance to hospitals and IPS for the proper registration, validation, and reporting of RIPS in accordance with current regulations and project guidelines. Support national and territorial processes for analyzing RIPS data generated from health services, including monitoring and accompanying billing processes. Assist in the development or implementation of IT tools for capturing and analyzing health information for affected populations. Offer technical guidance to psychosocial professionals for recording individual and collective activities, ensuring data quality, consistency, and timeliness. Maintain information confidentiality and transfer capacity for handling sensitive data, promoting institutional data protection guidelines. Adhere to organizational accountability standards, identifying service improvement opportunities and maintaining communication with communities and institutions. Key performance indicators include 100% completion of the work plan, scheduled technical assistance to prioritized hospitals/IPS for migrant health reporting, and timely, complete, and quality records for mental health and psychosocial support activities.

Work Experience

A minimum of three years of general experience is required. Specifically, at least two years of experience is needed in health assistance projects for vulnerable populations, health information systems, clinical records, RIPS management according to current regulations, Public Health Surveillance Systems (SIVIGILA), health affiliation databases, and vital statistics. Proficiency in database management, record-keeping, and results presentation is essential.
