Regional Expert to Strengthen Safe Migration Hotline Services
Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This consultancy supports IOM's programmatic activities in Kyrgyzstan under the 'Central Asia Safe Migration' project, aiming to reduce migrant vulnerability and support reintegration across Central Asia.
Job Purpose
This role serves as a Regional Expert to strengthen safe migration hotline services across Central Asia, specifically supporting nationals from Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan engaged in labour migration to the UK under the Seasonal Workers Scheme. The expert will enhance the capacity of hotline operators to provide accurate, timely, and gender-sensitive information on safe migration, recruitment practices, rights, and available support services. The purpose is to reduce migrants' vulnerability to exploitation and unsafe migration, ensuring they receive comprehensive and protection-sensitive guidance and referrals throughout their migration journey, including support for returning migrants.
Responsibilities
The Regional Expert will review existing hotline practices and develop standardized, gender-responsive scripts and communication tools. Key duties include building the capacity of hotline operators to identify and communicate migration risks, providing survivor-centered guidance, and developing referral pathways. The expert will also conduct refresher trainings on Prevention of Sexual Exploitation and Abuse (PSEA) and Gender-Based Violence (GBV) for stakeholders, using existing materials and adapting them based on lessons learned. Responsibilities also encompass developing quality assurance recommendations for hotline services, analyzing communication materials for gender sensitivity, and preparing reports on training outcomes and overall project activities.
Work Experience
A minimum of five years of professional experience in migration management, victim assistance, or related areas is required. Demonstrated experience in developing operational guidance, communication protocols, and training materials is essential. Experience integrating gender-responsive and survivor-centered approaches is also necessary. Previous work in Central Asia and knowledge of the UK Seasonal Worker Scheme are advantageous.
