Organizational Context

The International Organization for Migration (IOM) in Ukraine is seeking a Senior Information Management Associate. This role is crucial for supporting the Migration and Displacement Services Division (MSDL) and the Transitional Recovery Unit (TRU) by managing and enhancing their information systems and data processes.

Job Purpose

The Senior Information Management Associate will be responsible for developing, administering, and improving information systems and databases for MSDL and TRU activities. This includes building automated workflows for data processing and reporting, ensuring data quality and integrity, and creating reports and visualizations to support operational activities, project monitoring, and communications. The role also involves capacity building for field teams and partners on data management processes, identifying information management gaps, and contributing to a cohesive IOM Ukraine information management approach. The ultimate goal is to enhance the efficiency, accuracy, and reliability of data management to better support IOM's mission in Ukraine.

Responsibilities

Develop and administer databases and information systems for MSDL and TRU activities, defining structures and workflows to meet programmatic and reporting needs. Build and implement automated data processing and reporting workflows using SQL, Python, Excel, Power BI, SPSS, and GIS, seeking opportunities for process improvement. Perform data cleaning, validation, and quality assurance to ensure data consistency and reliability. Support the development and maintenance of digital data collection tools using KOBO and similar platforms. Draft reports, dashboards, maps, and visualizations using Excel, Power BI, SPSS, and GIS to aid operational activities, monitoring, advocacy, and communications. Monitor data integrity, confidentiality, and compliance with data protection standards. Serve as a technical resource for field teams and partners on data collection and information management processes, strengthening their capacity. Coordinate with program teams and partners for timely data submission and reporting. Oversee database backup, documentation, and archiving procedures. Identify information management gaps and contribute to a stronger IOM Ukraine information management approach. Apply data confidentiality guidelines to protect sensitive beneficiary and program data.

Work Experience

Experience is required in developing digital data collection tools, data quality checks, and analysis. Experience in maintaining databases and developing information management systems is also necessary. Experience in GIS or spatial visualization is considered an advantage, as is experience working with UN or international organizations, particularly in cash-based activities.

Skills

Proficiency in SQL, Excel, Power BI, Python, and data collection platforms like KOBO Toolbox. Strong computer literacy in information management, from tool development to data production. Ability to consolidate, clean, and analyze diverse data, especially related to human mobility. Excellent English language skills (speaking and writing). Proven ability to produce accurate and concise work within deadlines. Demonstrated multitasking and independent work capabilities. Fluency in Ukrainian and English is required.
