Resources Management Officer (P) - Call for Expression of Interest
Organizational Context
Established in 1951, IOM is a UN-related organization and the leading UN agency in migration. It promotes humane and orderly migration, saves lives, protects people on the move, and drives solutions to displacement. This role sits within the Sub-Office in Chuuk, Federated States of Micronesia, reporting to the Head of Resources Management in Pohnpei and coordinating with the Head of Sub-Office in Chuuk.
Job Purpose
The Resources Management Officer is responsible for supervising and managing the budgetary, financial, human resources (HR), and administrative functions of the IOM Sub-Office in Chuuk. This role provides essential support to staff in these critical areas, ensuring the smooth and compliant operation of the Sub-Office. The position contributes to IOM's mandate by facilitating efficient resource management, which underpins the delivery of services and support to migrants and governments. The officer plays a key role in upholding IOM's commitment to a respectful, inclusive, and supportive workplace, enabling staff to thrive and maximizing the organization's impact.
Responsibilities
Oversee and manage the financial operations of the Sub-Office, including expenditure monitoring, financial analysis, and treasury functions such as cash flow forecasting and fund control. Prepare program and budget reports, review monthly accounts, and conduct variance analysis to ensure budgetary compliance and prevent deficits. Assist in budget preparation for new projects and provide technical support to project managers on financial and administrative matters. Maintain and strengthen internal controls to safeguard assets and prevent fraud. Manage HR functions, including recruitment and personnel administration, ensuring adherence to IOM policies. Oversee procurement, logistics, fleet management, and premises maintenance. Liaise with relevant units for agreement and PO review, ensuring compliance with IOM procedures. Train local staff on administrative and financial policies. Interpret and apply IOM policies and regulations, ensuring local procedures are in place and followed. Provide financial management advice to project managers and advise the Head of Sub-Office on budgetary compliance and financial implications.
Work Experience
Experience in international Financial and Human Resources Management. Field experience, including coordination with international institutions. Experience in developing and implementing administrative control procedures and coordinating external audits. Experience with corporate IT systems and software. Experience managing financial processes for donor-funded projects, particularly those funded by the US Department of State, is advantageous.
Skills
Knowledge of IOM/UN finance, supply chain, and HR procedures. Advanced Microsoft Office skills, especially Excel. Knowledge of International Public Sector Accounting Standards (IPSAS). Knowledge of Enterprise Resource Planning (ERP) systems like Oracle is highly desirable.
