National Programme Officer (READY)
Organizational Context
The IOM Coordination Office for the North Pacific manages regional operations, focusing on disaster resilience and humanitarian assistance across North Pacific Islands. This role supports the multi-year COFA READY project, specifically Component 2 focused on disaster readiness in Palau, FSM, and RMI. The National Programme Officer will assist the Programme Manager in implementing Component 2 activities in Palau.
Job Purpose
The National Programme Officer (READY) will support the Programme Manager in the day-to-day implementation of Component 2 of the COFA READY project in Palau. This involves assisting in the implementation of programme activities, coordinating with national and state government partners, and providing technical support to modernize national disaster management and readiness systems. The role contributes to enhancing disaster resilience and preparedness across the Republic of Palau, aligning with the project's objectives for disaster readiness.
Responsibilities
Assist the Programme Manager in planning, coordinating, implementing, and monitoring COFA READY Component 2 activities in Palau, ensuring alignment with project objectives and donor requirements. Manage administrative forms for activity implementation and liaise with government counterparts, community leaders, and partners to strengthen disaster preparedness and modernize risk management systems. Collect and verify documents, data, and other inputs for community-based disaster risk management activities. Support the development and implementation of disaster management policies, strategies, and SOPs. Facilitate stakeholder consultations, workshops, and training sessions. Monitor project progress, identify challenges, and propose solutions. Contribute to data collection, analysis, and reporting, including progress reports and success stories. Assist in conducting assessments and research related to disaster risks and preparedness. Coordinate with finance, procurement, and administrative teams for efficient project implementation. Support the tracking of project indicators and M&E activities. Assist in producing and translating public information on disaster readiness. Monitor hazards and support emergency response activities as guided. Attend relevant meetings and coordination forums. Coordinate with READY project teams in FSM and RMI for knowledge sharing. Undertake duty travel as required.
Work Experience
Experience liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience in disaster risk reduction, preparedness, emergency management, or humanitarian response. Experience in communication, coordination, facilitating meetings, and community outreach. Experience in conducting assessments, data analysis, and report preparation is advantageous. Prior work in a multicultural setting with international humanitarian organizations or government institutions is also advantageous.
