National Consultant - Economic Reintegration, Private Sector Engagement and Financial Inclusion
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a leading UN agency promoting humane and orderly migration. It works with governments and partners to save lives, protect people on the move, drive solutions to displacement, and facilitate migration pathways. This role contributes to IOM Ethiopia's programming, ensuring private sector engagement aligns with organizational guidelines, operating within the Protection Programme Support Unit with cross-unit linkages to promote an integrated approach.
Job Purpose
This consultancy aims to support the development and operationalization of Economic Reintegration, Private Sector Engagement, and Financial Inclusion initiatives for IOM Ethiopia. The role will focus on strengthening private sector engagement, fostering financial inclusion and entrepreneurship, building market linkages, and developing effective referral systems. Key contributions include developing strategies, facilitating partnerships, enhancing beneficiary access to financial and business development services, and promoting sustainable economic opportunities for returnees and host communities. The position is crucial for integrating economic aspects into broader reintegration programs, ensuring a holistic approach to migration management and support within Ethiopia.
Responsibilities
The consultant will lead the development and implementation of strategies for private sector engagement, including strategy formulation, stakeholder analysis, event organization, and follow-up actions. Responsibilities extend to facilitating private sector dialogue and identifying financing opportunities. In financial inclusion, the role involves operationalizing partnerships with financial service providers, enabling beneficiary access to financial literacy and digital services, and strengthening linkages with reintegration programs. The consultant will also build and maintain private sector partnerships to create employment and market opportunities for beneficiaries, promote business integration into local market systems, and facilitate collaboration among stakeholders. Furthermore, the role includes coordinating engagement with employment service providers, facilitating job matching and labor market integration, and developing practical referral pathways and Standard Operating Procedures (SOPs) for economic inclusion services. Capacity building of stakeholders and developing sustainability plans are also key duties, alongside monitoring, learning, and reporting on progress and best practices.
Work Experience
A minimum of five years of progressive professional experience is required in areas such as economic reintegration, employment promotion, private sector engagement, entrepreneurship support, financial inclusion, and developing referral pathways. Experience in public-private partnerships, program design, and implementation within humanitarian or development contexts is also essential.
Skills

Proficiency in developing referral mechanisms, building partnerships with government and private sector actors, stakeholder mapping, and facilitation is crucial.
