Consultant (Evaluation Lead)
Organizational Context
The International Organization for Migration (IOM) is a leading inter-governmental organization promoting humane and orderly migration. The Regional Office for Asia and the Pacific (ROAP) in Bangkok supports 40 countries. This role supports a regional project across Pakistan, Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan, focusing on improving migration governance, protection systems, and resilience for Afghan populations and host communities.
Job Purpose
This consultancy involves leading the final evaluation of a regional project aimed at enhancing migration governance and access to services for displaced Afghans in Pakistan and Central Asia. The role is crucial for assessing the project's progress, effectiveness, efficiency, and sustainability. The evaluation will provide evidence-based recommendations to IOM for decision-making, adaptive management, and future programming. The consultant will contribute to organizational learning by identifying lessons learned and best practices, ensuring the project's relevance and impact within the evolving regional migration context. This position is managed by IOM's Regional Office for Asia and the Pacific.
Responsibilities
The Consultant (Evaluation Lead) will conduct an impartial, objective, and evidence-based final evaluation of the regional project. This includes assessing implementation progress, results, relevance, coherence, effectiveness, efficiency, sustainability, and cross-cutting issues. The consultant will prepare an Inception Report detailing the evaluation approach, methodology, and data collection tools. They will also produce a comprehensive Final Evaluation Package, including a draft and final report, an evaluation brief, and a presentation of findings and recommendations. The evaluation will utilize a utilization-focused, theory-informed approach, primarily employing qualitative methods complemented by data analysis. Key activities include desk reviews, key informant interviews, focus group discussions, and validation workshops, adhering to IOM and UNEG evaluation standards and ethical guidelines.
Work Experience
Requires at least seven years of professional experience in conducting evaluations, assessments, or research for international organizations. Experience as a Team Leader for OECD-DAC compliant evaluations is highly desirable. Proven experience evaluating migration, humanitarian response, or displacement-related programs is essential. Experience in South and Central Asia is an asset.
Skills
Strong understanding of results-based management, Theory of Change, and performance measurement. Proficient in qualitative evaluation and analytical skills, including evidence triangulation and synthesis. Knowledge of IOM/UNEG evaluation guidelines and OECD-DAC criteria. Excellent analytical writing and presentation skills. Ability to manage complex assignments independently and work effectively in multicultural contexts.
