Organizational Context

The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. Within Armenia, IOM supports the Government's modernization efforts through the "Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management" project. This role contributes to strengthening the Ministry of Internal Affairs' capacity in biometrics and identity management.

Job Purpose

This consultancy aims to develop a comprehensive, practical, and learner-oriented training curriculum on biometrics and identity management for personnel of the Ministry of Internal Affairs (MiA) of the Republic of Armenia. The consultant will conduct a thorough review of existing IOM guidelines, national legislation, policies, procedures, and international best practices. Based on this analysis and identified capacity-building needs, the consultant will create a structured training curriculum and accompanying materials. The curriculum will be tailored to the Armenian context, incorporating interactive learning methodologies and designed to support Training of Trainers (ToT) sessions, ultimately enhancing the MiA's capabilities in this critical area.

Responsibilities

The consultant will conduct a desk review of relevant IOM manuals, training curricula, Armenian legislation, policies, and international standards concerning biometrics and identity management. Consultations with IOM, government counterparts, and stakeholders will identify training needs. An inception report will outline findings and a work plan. The consultant will then develop a draft training curriculum and materials, including a testing component aligned with the MiA's Moodle system. This draft will be presented for validation and revised based on feedback. A ToT package and methodology will be designed and delivered, followed by participant assessment and a summary report. Finally, the consultant will monitor training delivery, provide ongoing support, update materials as needed, and submit a final report detailing activities, results, and recommendations.

Work Experience

Required experience includes demonstrated expertise in biometrics, identity management, and legal identity systems. Strong knowledge of the Armenian legal and institutional framework for identity management is essential. Proven experience in developing training curricula and capacity-building programs for public institutions, particularly in biometrics or identity management, is necessary. Experience with Armenian government institutions, especially the MiA, is a significant advantage.
