Job Purpose

The Resources Management Officer, reporting to the Chief of Mission and coordinating with regional and headquarters management, is accountable for overseeing and managing the budgetary, financial, Human Resources, and administrative functions within the Country Office and its sub-offices. This role provides essential support to staff in these critical areas, ensuring efficient and compliant operations. The officer's contribution is vital for the effective functioning of the country office, supporting IOM's mandate to manage migration humanely and effectively. The position requires a strategic approach to resource management, internal controls, and administrative oversight to safeguard organizational assets and promote operational efficiency.

Responsibilities

The Resources Management Officer is responsible for comprehensive financial oversight, including monitoring expenditure, financial analysis, and treasury management with cash flow forecasting. This includes preparing program and budget reports, reviewing monthly accounts, and analyzing project budgets to prevent deficits. The role involves assisting in budget preparation for new projects and providing technical support to project managers on administration, finance, and HR compliance. Key duties include maintaining internal controls, inspecting payroll against budgets, and recommending improvements to systems and procedures. The officer also oversees Human Resources services, ensuring correct application of HR policies, and manages Supply Chain services, including contracts, fleet, and premises. Liaison with legal and procurement units, supervision of ICT staff, and training local staff on IOM procedures are also integral. The role may include serving as Officer-in-Charge in the Chief of Mission's absence.

Work Experience

Requires international experience in Financial and Human Resources Management. Field experience, including coordination with international institutions, is necessary. Experience in developing and implementing administrative control procedures, coordinating external audits, and proficiency with corporate IT systems and software are also essential.
