Organizational Context

The International Organization for Migration (IOM) in Manila seeks a Senior Human Resources Associate to support the Migration Health Division (MHD). This role provides comprehensive HR services, including recruitment, onboarding, personnel administration, and performance management support, ensuring adherence to IOM regulations. The position operates under the direct supervision of the MHD Business Partner (HR).

Job Purpose

The Senior Human Resources Associate will provide comprehensive support to the Global MHD, RHAPC, and other key stakeholders to ensure the effective delivery of human resources services. This involves coordinating and administering recruitment, onboarding, personnel administration, leave monitoring, performance management support, staff development, and HR reporting. The role requires close coordination with various IOM units to ensure timely implementation of HR processes, provide guidance to staff and managers, maintain accurate HR records, and contribute to the continuous improvement of HR workflows to meet operational needs. The position ensures all actions align with IOM's rules, regulations, policies, and procedures.

Responsibilities

Key responsibilities include coordinating recruitment processes from vacancy posting to job offers, managing pre-employment activities like onboarding and medical clearances, and performing HR system data entry and verification. The role involves monitoring attendance and leave administration, preparing documentation for personnel actions such as separations and promotions, and maintaining HR records and archives. Additionally, the Senior HR Associate will serve as a focal point for consultancy and internship processes, coordinate HR actions for specific units, and support workforce and credentialing processes. This includes administering physician stamps, monitoring licenses, and supporting credentialing committees. The position also involves monitoring performance evaluation compliance, coordinating staff development activities, and providing guidance on HR entitlements and procedures. The role may also involve training junior staff and contributing to HR policy interpretation and improvement.

Work Experience

Required experience includes recruitment, personnel administration, contract management, and HR service delivery. Candidates must demonstrate experience in interpreting and applying HR policies, rules, and regulations, and working with HR information systems for reporting. Experience providing HR guidance to managers and staff is essential. Prior work in international humanitarian organizations or multi-cultural settings is advantageous.
