This role is part of the Panama Institutional Financial Services (PIFS) team, reporting to the National Accounting and Financial Compliance Officer, and contributes to ensuring compliance with IOM's financial regulations.

Job Purpose

This role is responsible for reviewing project financial reporting and providing essential support and guidance on accounting, financial, and project-related matters to various IOM offices. The primary objective is to ensure strict adherence to IOM's comprehensive accounting regulations, rules, policies, and procedures. By offering expert advice and oversight, the incumbent helps maintain financial integrity and compliance across the organization's field operations. This position is crucial for the effective financial management and accountability of IOM's diverse migration programs and initiatives, ensuring resources are utilized efficiently and in accordance with established standards.

Responsibilities

The Senior Accounting Compliance Associate will provide accounting and financial guidance to Country Offices, ensuring compliance with IOM procedures, IPSAS, and WAVE Financials. Responsibilities include evaluating office performance, highlighting critical issues, and coordinating recommendations with supervisors. The role involves reviewing and analyzing trial balances, accounting returns, and transactions within the ERP system to verify accuracy and compliance. The associate will identify and communicate exceptions, deviations, and errors, recommending corrective actions and improvements to internal controls. Additionally, the position supports month-end closing procedures, monitors clearance of accounts, and assists with payroll posting. Training finance staff, coordinating with central teams on technical issues, and maintaining documentation on SharePoint are also key duties.

Work Experience

Required experience includes sound knowledge of accounting systems within ERP environments (e.g., SAP/Oracle), a strong understanding of generally accepted accounting principles and standards (IPSAS/IFRS), and internal controls. Experience in auditing is considered an advantage. Proficiency in MS Office applications is also necessary.

Knowledge of UN and bilateral donor financial rules and procedures. Strong analytical and problem-solving abilities. Capacity to meet deadlines and communicate identified risks promptly. Well-organized with good attention to detail.
