Organizational Context

IOM, a UN-related organization established in 1951, promotes humane and orderly migration. Within Armenia, IOM supports the Government's migration governance modernization through the "Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management" project. This role contributes to strengthening national regulations by developing training curricula for the State Population Register (SPR) personnel.

Job Purpose

The purpose of this consultancy is to develop a comprehensive and practical training curriculum on State Population Register (SPR) legislation for personnel of the Ministry of Internal Affairs in Armenia. This initiative is part of a broader project aimed at enhancing national migration governance and institutional capacities. The consultant will collaborate with IOM and Ministry representatives to identify training needs, design curriculum content that combines theoretical knowledge with practical application, and develop accompanying training materials. The ultimate goal is to ensure that Ministry personnel are adequately capacitated to implement national SPR regulations effectively, supporting the Government's modernization efforts.

Responsibilities

The consultant will be responsible for reviewing recent SPR legislative amendments and consulting with IOM and government counterparts to identify training needs, submitting an inception report. They will develop a draft SPR training curriculum and accompanying materials, including a testing component with multiple-choice questions aligned with the Ministry's Moodle system. The curriculum will cover legislative amendments and practical application of the SPR system. The consultant will present and validate the draft curriculum, incorporating feedback. Additionally, they will prepare and deliver a training-of-trainers (ToT) session, assess participant readiness, and submit a report on ToT results. Finally, the consultant will monitor the delivery of SPR training to government personnel, provide methodological support, revise the curriculum based on feedback, and submit a final report.

Work Experience

Required experience includes developing training curricula and materials for public-sector institutions, knowledge of population registers and migration governance frameworks, conducting training needs assessments, and applying adult-learning methodologies. Experience with Armenian government institutions, particularly the Ministry of Internal Affairs, is advantageous. Strong analytical, research, and drafting skills are essential, as is experience in designing and delivering training-of-trainers programs.
