National Consultant on Monitoring and Evaluation (M&E)

Job Purpose
This consultancy aims to design, implement, and manage a detailed Monitoring and Evaluation (M&E) framework for IOM's project in Kazakhstan supporting the UK's Seasonal Worker Scheme. The role involves actively monitoring project interventions, assessing progress against objectives, documenting lessons learned, and providing recommendations for future programming. The consultant will produce analytical reports and a final comprehensive report, adhering strictly to IOM's M&E policies and RBM standards, to ensure the project's effectiveness and impact on prospective seasonal workers.
Responsibilities
The consultant will develop a robust M&E framework aligned with IOM policies, including an Indicator Tracking Matrix, data collection tools, and strategies for Sex and Age-Disaggregated Data (SADD). This involves reviewing project documents and designing culturally contextualized quantitative and qualitative tools. Field monitoring will include targeted visits to project activities, assessing intervention quality, collecting beneficiary feedback, and identifying challenges and best practices. The consultant will also analyze monitoring data, draft two quarterly programmatic reports and a final comprehensive report detailing progress, impact, trends, bottlenecks, and lessons learned. All deliverables must comply with IOM's House Style and institutional standards.
Work Experience
Proven experience in M&E, including research design, data analysis, and reporting. Experience in designing M&E frameworks, conducting field monitoring, and evaluating training events is required. Experience with labor migration, ethical recruitment, or migrant protection is highly desirable. Proficiency in digital survey tools and stakeholder consultation is also necessary.
