Job Purpose

This consultancy aims to strengthen IOM's capacity-building efforts in Kazakhstan concerning the United Kingdom's Seasonal Worker Scheme (SWS). The role involves reviewing and updating existing training materials with current UK SWS regulations and tax refund procedures for seasonal workers. The primary objective is to deliver three targeted capacity-building workshops in Almaty, Astana, and Shymkent. These workshops will enhance the preparedness, awareness, and informed decision-making of prospective seasonal workers, ensuring they have accurate information for ethical and safe employment in the UK agricultural sector. The consultant will act as the lead subject-matter expert, contributing to the sustainable delivery of future orientation sessions.

Responsibilities

The consultant will be responsible for preparing and delivering capacity-building workshops on the UK Seasonal Worker Scheme (SWS) in Kazakhstan. This includes reviewing and adapting existing IOM training materials to incorporate updated information on UK SWS regulations and tax refund procedures. A training implementation plan detailing the approach, engagement methods, and assessment tools must be submitted. The consultant will serve as the lead subject-matter expert and trainer for three workshops in Almaty, Astana, and Shymkent, delivering the curriculum, facilitating interactive learning, and enhancing the capacity of local trainers. All deliverables must adhere to IOM House Style, and the consultant must ensure the quality, accuracy, and completeness of their contributions.

Work Experience

Required experience includes demonstrated expertise in labour migration, labour mobility, ethical recruitment, or migrant worker protection. A strong understanding of the UK Seasonal Worker Scheme (SWS), including its recruitment processes and regulatory requirements, is essential. Proven experience in delivering training, capacity-building, or pre-departure orientation programs for migrant workers is also necessary.

Strong knowledge of labour migration, ethical recruitment, and migrant worker protection. Sound understanding of the UK SWS and related regulatory frameworks. Excellent training, delivery, and presentation skills. Proven ability to apply participatory and adult-learning methodologies. Strong communication and interpersonal skills.
