Organizational Context

It works with partners to save lives, protect migrants, resolve displacement, and facilitate legal migration pathways. This role contributes to the IOM Libya MHPSS Unit, focusing on mental health and psychosocial support programs across various projects.
Job Purpose
This consultancy aims to develop and standardize Mental Health and Psychosocial Support (MHPSS) Standard Operating Procedures (SOPs) and related technical resources for IOM projects in Libya. The role involves conducting a thorough needs and gap analysis of existing MHPSS tools and documentation, consulting with IOM staff to identify priorities, and developing comprehensive MHPSS guidelines, technical sheets, and a handbook. The objective is to strengthen IOM's MHPSS programming by ensuring alignment with international standards and best practices, ultimately enhancing the support provided to individuals on the move.
Responsibilities
The consultant will conduct a needs and gap assessment for MHPSS technical resources in Libya, consolidating existing materials and identifying areas for improvement. Based on this analysis, they will develop a proposed framework and plan for creating new MHPSS technical resources. Key deliverables include drafting, revising, and finalizing a comprehensive MHPSS handbook, along with guidelines, technical sheets, and SOPs for MHPSS implementation. The consultant will ensure all developed materials adhere to international MHPSS standards and IOM best practices, integrating feedback from IOM technical teams. Regular progress reports and participation in virtual meetings are also required.
Work Experience
A minimum of 5 years of experience in MHPSS programming is essential, including experience in program development, management, and the creation of MHPSS SOPs. Demonstrated experience in developing MHPSS activity manuals, group intervention guides, activity facilitation tools, technical guidance documents, and training materials is required. Experience in humanitarian, migration, or displacement settings is desirable.
