The International Organization for Migration (IOM) Uzbekistan seeks a National Project Officer to manage and deliver project activities within the Labour Mobility and Social Inclusion thematic area. Job Purpose
The National Project Officer on Labour Mobility is responsible for the effective management and delivery of project activities focused on labour mobility and social inclusion in Uzbekistan. This involves close collaboration with the Chief of Mission, regional specialists, and headquarters units, as well as partnerships with the Government of Uzbekistan, migrant organizations, UN agencies, and individual migrants. The role contributes to advancing IOM's mandate in migration management and social inclusion by leading the Labour Mobility Unit, ensuring projects align with IOM policies and donor requirements, and fostering effective stakeholder engagement to achieve project objectives and enhance the well-being of migrants.
Responsibilities
The National Project Officer will oversee the operational, administrative, and financial aspects of projects, ensuring compliance with IOM policies and donor requirements. This includes monitoring project implementation, identifying challenges, and proposing solutions. The role involves developing work plans, budgets, and M&E tools, and coordinating data collection, verification, and analysis. Responsibilities extend to managing information systems, social media, and project visibility. The officer will prepare and disseminate project reports, liaise with diverse stakeholders including government counterparts and UN agencies, and contribute to capacity-building activities. Additionally, the position involves supervising project staff, undertaking duty travel for monitoring and liaison, and participating in proposal development and communication efforts.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working directly with migrants, refugees, internally displaced persons, and other vulnerable groups is essential. Prior work experience in a multicultural setting with international humanitarian organizations or government/non-government institutions is considered an advantage.
Skills
In-depth knowledge of Labour Mobility, skills development, social and financial inclusion. Familiarity with migration-related subjects in Uzbekistan and Central Asia. Understanding of UN and bilateral donor programming. Proficiency in project development and management within the development sector. Fluency in English and Uzbek (oral and written) is required; working knowledge of Russian is desirable.
