Job Purpose
The Transit Center Manager is responsible for the overall coordination and implementation of the IOM Transit Center in Yaoundé, under the USRAP mission project. This includes managing all technical aspects of the center's activities, such as daily operations, developing staff work schedules, and ensuring the center functions efficiently and adheres to all necessary guidelines. The role contributes to the effective processing and support of refugees and migrants within the transit facility, ensuring their safety and facilitating their onward movement or resettlement processes as per program requirements. The incumbent will oversee administrative, financial, and logistical functions to support the center's mandate.
Responsibilities
Oversee administrative, finance, procurement, and HR activities within the Transit Center, coordinating with IOM Yaoundé units. Manage refugee resettlement processing, including selection missions, medical processing, departures, and escort assignments. Liaise with resettlement partners like UNHCR, CWS/RSC Africa, USCIS, and ARRA to ensure smooth USRAP processing. Maintain accurate database tracking of all refugee movements and provide periodic reports. Monitor security protocols in coordination with security focal points to ensure compliance with UNDSS and IOM guidelines. Maintain relevant Standard Operating Procedures (SOPs) and provide briefings to donor missions. Supervise daily operations of the 500-capacity Transit Center, ensuring the safety and security of refugees and controlling access. Coordinate with operations officers on case planning and refugee movements. Liaise with the medical unit for necessary follow-up procedures and undertake airport activities as needed, ensuring support for special needs cases.
Work Experience
Requires experience working with vulnerable groups such as migrants and refugees. A minimum of two years of progressive experience in managing a transit center or similar establishment, and two years in a supervisory role. Proven experience in project management, budgeting, and record-keeping is essential. Experience with specialized international agencies and proficiency in Microsoft Office applications are also required.
