Organizational Context

The International Organization for Migration (IOM) is a UN-related agency dedicated to promoting humane and orderly migration. This role supports the quality implementation of IOM's health programming in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), working closely with regional health ministries and local government units to ensure effective data management and project reporting.

Job Purpose

The Senior Migration Health Associate (Project MERLA) is responsible for supporting the quality implementation of IOM’s health programming within the BARMM region. This involves close collaboration with the Ministry of Health (MOH) – BARMM, Department of Health Region 9, and local authorities in Lanao del Sur and Marawi City. The role is critical for coordinating the collection, analysis, monitoring, evaluation, and reporting of project data, ensuring adherence to IOM standards, policies, and commitments. The position contributes to the overall effectiveness and impact of IOM's health initiatives by ensuring robust data management and facilitating continuous learning and adaptation.

Responsibilities

Key responsibilities include analyzing project data using statistical techniques to identify trends, gaps, and opportunities. This involves identifying data sources, processing raw data for accuracy, and conducting exploratory analysis. The role also involves providing technical support for knowledge management by documenting best practices and lessons learned, and conducting quality assurance for knowledge projects. Planning and implementing Data Quality Control (DQC) and Continuous Quality Improvement (CQI) activities, including training local health workers, is essential. The associate will develop and maintain project databases, support project evaluation activities, and operationalize the Accountability to Affected Population (AAP) framework and PSEA strategies. Additionally, the role involves analyzing project indicators for results-based reporting and undertaking duty travel as required.

Work Experience

Experience is required in program support, implementation, monitoring and evaluation, and coordination of public health activities, particularly those focused on health scorecard and governance. Experience in developing and updating M&E frameworks, managing feedback systems, and humanitarian/development operations is also necessary. Liaising with government counterparts, including DOH and BARMM Ministries, is essential. Experience with MERLA systems and integration is a distinctive asset.

Skills

Proficiency in statistical software (e.g., SPSS/Stata) and data management tools (e.g., MS Excel, Kobo Toolbox, ODK). Strong analytical, communication, research, and writing skills. Familiarity with Geographic Information Systems (GIS) mapping is desirable. Advanced computer literacy, especially in Microsoft Office. Familiarity with the BARMM context and health systems in Mindanao is highly desirable. Ability to facilitate coaching, mentoring, and feedback sessions.
