Organizational Context
The International Organization for Migration (IOM) is a leading intergovernmental organization managing migration. Present in Mauritania since 2006, it became the UN migration agency in 2016. The MPRR-SSA program, funded by the EU, aims to protect migrants' rights and dignity along migration routes through various interventions, including direct assistance, voluntary return, and reintegration support.
Job Purpose
This consultancy aims to support the Monitoring and Evaluation (M&E) activities for the MPRR-SSA project in Mauritania. The role involves conducting field satisfaction surveys, producing analytical reports, and performing analytical evaluations of beneficiaries. The primary goal is to generate reliable, analyzed, and actionable results to inform programmatic decision-making. The consultant will be responsible for data collection and analysis, and for formulating strategic recommendations to enhance project effectiveness and beneficiary support mechanisms.
Responsibilities
The consultant will design the survey methodology, including sampling and analysis plans, and adapt existing tools. They will ensure the integration of Accountability to Affected Populations (AAP), protection, and gender sensitivity into M&E activities. Responsibilities include data collection and quality assurance using tools like Kobo, data cleaning, validation, and structuring. The consultant will conduct in-depth quantitative and qualitative data analysis, evaluate the quality, relevance, and effectiveness of assistance provided, and formulate operational and strategic recommendations. They will also analyze the functioning and accessibility of the complaint mechanism (CFM/AAP), assess beneficiary satisfaction, and propose improvements to services and complaint mechanisms.
Work Experience
Experience in data collection is essential. Proven experience in survey design and data analysis is required. Experience in humanitarian contexts and/or migration is highly desirable. Strong analytical and strategic reporting skills, proficiency with data analysis tools (e.g., advanced Excel, SPSS, STATA), and familiarity with data collection tools (e.g., Kobo, ODK) are necessary.
Skills
Proficiency in French is mandatory. Good English proficiency and knowledge of other West African languages are advantageous. Knowledge of Arabic (including Hassaniya) and local languages (Wolof, Pulaar, Soninke) is a plus. Skills include teamwork, delivering results, knowledge sharing, accountability, clear communication, continuous learning, planning and organization, professionalism, and technological proficiency.
