Organizational Context
The International Organization for Migration (IOM) is a leading intergovernmental organization present in Mauritania since 2006. Operating in over 100 countries, IOM works with partners to manage migration, promote international cooperation, and provide humanitarian assistance. In Mauritania, IOM implements a project funded by the European Union to enhance assistance and protection for migrants, asylum seekers, and refugees, particularly in Nouakchott and Nouadhibou.
Job Purpose
This consultancy role is central to strengthening the operational coordination of migrant disembarkation interventions in Nouakchott, supporting the implementation of the recently adopted national framework. The consultant will also contribute to the case management activities for disembarked migrants assisted by IOM, ensuring their needs are met until case resolution. This position is crucial for enhancing the response to increased migrant arrivals since 2023, improving the identification of vulnerabilities, and ensuring access to specialized services and support mechanisms for the most vulnerable individuals, in line with human rights principles and IOM's mandate.
Responsibilities
The consultant will support assistance and screening operations for migrants rescued or intercepted at sea during disembarkations and at the Temporary Reception and Orientation Centre (CATE) in Nouakchott, adhering to Standard Operating Procedures (SOPs). Key duties include coordinating emergency operational responses with government and humanitarian actors, liaising with national authorities and partners for harmonized interventions, and collecting, analyzing, and ensuring the quality of disembarkation operation data. The role involves conducting protection screenings and interviews to assess migrant needs and eligibility for assistance, managing complex cases through appropriate referrals, and contributing to Assisted Voluntary Return and Reintegration (AVRR) activities. Additionally, the consultant will support capacity-building initiatives for governmental and non-governmental actors on protection themes and report any complex or sensitive cases to the Project Officer and Protection Officer.
Work Experience
A minimum of 3-5 years of relevant professional experience is required, depending on the level of education. Experience in emergency response coordination is essential. Experience in assisting migrants rescued at sea or intercepted during disembarkations is a strong asset. Proven experience in social protection or protection of vulnerable persons, and working with governmental partners and international organizations is necessary.
Skills
Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). Demonstrated ability to work in a team with minimal supervision. Familiarity with migration dynamics in Mauritania/region and knowledge of relevant state and humanitarian actors. Strong understanding of internal and international migration issues. Excellent communication, interpersonal, and analytical skills. Ability to manage complex cases and coordinate emergency responses.
