Organizational Context
The International Organization for Migration (IOM) is responding to the impacts of Typhoon Sinlaku in Chuuk, Federated States of Micronesia. This role supports the reconstruction of housing, Weno infrastructure, and public buildings under the USG-funded READY project. Field Engineers will operate under the supervision of the Program Engineer and Head of Sub-Office, ensuring activities align with technical standards and project plans.
Job Purpose
The Field Engineer will support the implementation of reconstruction interventions across Chuuk following Typhoon Sinlaku. This involves overseeing the rebuilding of houses, Weno infrastructure, and public buildings. The role requires ensuring all reconstruction activities adhere to approved technical standards, project specifications, and implementation plans. Field Engineers will provide crucial monitoring and technical guidance throughout the project lifecycle, contributing directly to the recovery and resilience of affected communities. The position is part of IOM's broader reconstruction response, aiming to restore critical infrastructure and housing damaged by the typhoon.
Responsibilities
Supervise and monitor reconstruction activities for houses, Weno infrastructure, and public buildings, ensuring compliance with designs, technical specifications, quality standards, and safety requirements. Conduct site inspections and damage assessments, documenting findings and preparing technical recommendations. Assist in preparing scopes of work, technical specifications, cost estimates, and bills of quantities. Prepare regular technical and progress reports, detailing implementation status, quality, expenditures, risks, and challenges. Coordinate with contractors, community representatives, and government counterparts. Perform quality assurance and control inspections, verifying materials and workmanship. Review contractor performance and recommend solutions for implementation issues. Support project completion, including final inspections and handover processes. Maintain accurate project records and documentation. Ensure adherence to IOM policies, including PSEA and safeguarding.
Work Experience
Experience in construction engineering, contract management, and the design, planning, and implementation of civil design projects. Ability to work in remote and challenging locations for extended periods. Experience with boat travel is necessary. Familiarity with design software like AutoCAD and knowledge of applicable codes and standards are essential. Experience with NGOs or international organizations is advantageous.
