Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. This consultancy supports the IOM country office in El Salvador by providing and coordinating essential ICT solutions and end-user support, ensuring the efficiency and effectiveness of IT networks and systems in alignment with IOM's ICT Strategy.

Job Purpose

This consultancy is crucial for maintaining the operational efficiency and effectiveness of the IOM country office in El Salvador by providing and coordinating comprehensive ICT solutions and services. The role encompasses end-user support, ensuring the smooth functioning of IT networks and systems. By aligning with the IOM ICT Strategy, policies, and standards, this position directly contributes to the overall productivity of the mission. The consultant will work under the direct supervision of the Senior Resources Management Officer and the overall supervision of the Americas Regional ICT Officer, collaborating with relevant central ICT units to deliver reliable and secure IT infrastructure and support.

Responsibilities

The consultant will provide Tier 1 technical support, promptly responding to user requests, diagnosing issues, and implementing solutions. Responsibilities include installing, configuring, and administering network connectivity, systems, and applications, both on-premises and in the cloud. Daily monitoring and maintenance of systems and networks, performance analysis, and issue resolution are key. The role involves contributing to business continuity and disaster recovery plans, responding to information security incidents, and coordinating cybersecurity efforts with regional and central units. Additionally, the consultant will manage software updates and patches, participate in digital solution implementation, and maintain IT documentation. Training end-users and ICT assistants, liaising with service providers, and translating business needs into ICT solutions are also required.

Work Experience

Required experience includes five years for university degree holders or seven years for diploma/high school holders in networking (LAN/WAN) and Tier-1 network/desktop support. A minimum of one year of professional experience in cloud computing is also necessary. Experience with international agencies like UN, international organizations, or NGOs is advantageous.

Skills

Key skills include demonstrated analytical abilities for troubleshooting hardware and software issues, extensive knowledge of O365 applications, Windows administration in multi-site environments, and TCP/IP protocols. Proficiency in Cisco devices, VPN, MS telephony, Active Directory, backup and replication, ticketing systems, antivirus software, and ICT utilities is essential. Knowledge of MS Azure and cloud computing, along with the ability to write clear technical documentation and deliver training, are also required.
