Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN agency promoting humane and orderly migration. It operates globally, saving lives, protecting migrants, and facilitating pathways for regular migration. This consultancy contributes to the Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS) and the Regional Development and Protection Programme for North Africa (RDPP-NA), focusing on community-based protection approaches.
Job Purpose
This consultancy aims to develop a Community-Based Protection (CBP) Learning Note, serving as a practical resource for IOM staff, partners, and donors. The note will operationalize IOM's institutional CBP guidance, strengthen programming effectiveness, and inform future interventions by documenting lessons learned, promising practices, and operational challenges. It will focus on diverse settings where migrants face protection risks, emphasizing how community-based approaches foster trust, enhance local coping mechanisms, and ensure contextually appropriate and sustainable protection interventions. The output will be an annex to the IOM institutional CBP Guidance, contributing to improved quality and consistency in CBP approaches globally, with a specific focus on countries under RDPP and COMPASS.
Responsibilities
The consultant will conduct a desk review of existing IOM documentation and programme outputs, supplemented by key informant interviews with IOM staff, communities, and partners. The assignment involves developing an Inception Document detailing methodology, scope, workplan, stakeholder mapping, and interview protocols. A first draft of the CBP Learning Note and a best practice repository will be submitted, capturing lessons learned, best practices, operational challenges, and recommendations. The final deliverable will be the finalized CBP Learning Note, approved for publication, with potential support for launch activities and knowledge transfer through webinars. Performance will be evaluated based on consultation numbers, document quality, coordination capacity, and delivery.
Work Experience
Required experience includes protection programming in North Africa, particularly in migration, with expertise in general protection, GBV, Child Protection, Community-Based Protection, and MHPSS. Demonstrated experience in learning-oriented assignments, including documenting and analyzing lessons learned and practices, is essential. Previous experience developing manuals, guidance, or training materials, and the capacity to conduct stakeholder consultations and interviews are also necessary. Experience providing conclusions and recommendations to national and international stakeholders is required. Desirable experience includes similar consultancies for IOM or other UN agencies.
Skills
English and French fluency is required; Arabic drafting and interaction capability is an advantage. Skills in general protection, GBV, Child Protection, Community-Based Protection, MHPSS, documentation, analysis, systematization of lessons learned, developing guidance materials, stakeholder consultation, and report writing are essential.
