Programme Coordinator (READY)
Organizational Context
The International Organization for Migration (IOM) is a UN-related organization promoting humane and orderly migration. The North Pacific Coordination Office oversees regional operations, focusing on disaster resilience and humanitarian assistance. This role supports the multi-year COFA READY project, specifically Component 2 on Disaster Readiness across the Federated States of Micronesia (FSM), Republic of Palau (ROP), and Republic of Marshall Islands (RMI). The Programme Coordinator will provide strategic oversight and management for this component.
Job Purpose
The Programme Coordinator (READY) is responsible for the strategic oversight, coordination, and management of Component 2 (Disaster Readiness) of the COFA READY project across RMI, FSM, and ROP. This includes leading programme planning, implementation oversight, monitoring, reporting, and resource management. The role also involves extensive high-level liaison with stakeholders and donors. The Programme Coordinator will serve as the Programme Manager for programme activities within FSM, ensuring alignment with IOM standards, donor requirements, and regional priorities. The position requires strong engagement with government partners to strengthen disaster preparedness and resilience initiatives across the target nations, contributing to IOM's mandate of supporting people on the move and fostering solutions to displacement.
Responsibilities
Provide strategic leadership and oversight for the COFA READY Component 2 (Disaster Readiness) across FSM, RMI, and ROP, ensuring alignment with IOM standards, donor requirements, and regional priorities. Lead engagement with government partners like DECEM, NEMO, and NDMO. Serve as the Programme Coordinator for Component 2 and Programme Manager for FSM activities. Refine and oversee the implementation of yearly workplans, including SOPs and assessment tools. Lead engagement and representation with the donor (DOS) and key stakeholders. Ensure effective accountability and risk management through strong oversight and compliance. Oversee programme staffing, human resource management, and staff development. Provide oversight of programme quality assurance and MEAL systems. Lead strategic communications and visibility efforts. Promote coordination across target countries for technical coherence and knowledge sharing. Oversee donor reporting and external communications. Ensure effective programme resource management, including budget oversight and financial forecasting. Support resource mobilization and strategic partnerships.
Work Experience
Extensive experience leading disaster preparedness and response programs, community recovery, and strengthening government/community capacity. Demonstrated managerial experience in staff supervision, performance management, and development. Proven record of establishing good working relationships with governmental, diplomatic, and international institutions. Experience managing multi-year US-funded projects and programs addressing disaster readiness and response. Experience in the North Pacific is strongly preferred.
Skills
Demonstrated skills in managing, coordinating, and negotiating with actors, donors, U.S.-funded projects, embassies, and host country governments. Ability to manage USG and other donor awards, including compliance with reporting requirements. Experience managing staff from diverse backgrounds. Sound judgment and ability to analyze information and make rapid decisions. Efficiency, flexibility, professionalism, and ability to meet strict deadlines. Strong leadership, management, and coordination capacity. Advanced computer skills, including spreadsheet and database applications.
