Job Purpose
This consultancy aims to support the IOM Mission in Georgia by assessing migration data needs for the future Population Register and developing recommendations for its integration. The project seeks to enhance migration governance in Georgia by establishing a cohesive data ecosystem that ensures high-quality data drives effective policy and programming. The consultant will work towards ensuring standardized methodologies and coordination frameworks for migration data collection and management are applied by Georgian institutions, specifically focusing on integrating migration data into the Population Registry developed by GEOSTAT, in line with international standards and best practices.
Responsibilities
The consultant will review relevant documents, including Geostat's Population Registry roadmap, migration data methodologies, and international standards. They will prepare an Inception Report, develop an assessment framework for migration data requirements, and design the integration strategy for the Population Registry. Key duties include facilitating a stakeholder consultation round table in Georgia, leading the assessment of migration data needs, and developing draft recommendations for mainstreaming migration data into the Population Register. This involves addressing variables, data sources, governance, interoperability, data quality, and legal aspects. The consultant will revise and finalize recommendations based on feedback and submit final reports and presentations.
Work Experience
A minimum of 5 years of professional experience in official statistics, migration data, population registers, or administrative data systems is required. Demonstrated experience in developing, assessing, or modernizing population registers or statistical systems, and in creating statistical methodologies or policy recommendations related to migration data is essential. Knowledge of international standards and experience with government institutions are also required.
Skills
Excellent analytical, drafting, presentation, and communication skills. Strong interpersonal skills for effective teamwork. Proficiency in English is required.
