Organizational Context
The International Organization for Migration (IOM) is a leading UN agency in migration, established in 1951. In Costa Rica, IOM supports national and local institutions in managing migration information and policy. Through the HOPE project, funded by the EU, IOM aims to enhance the socioeconomic integration and social cohesion of displaced and migrant populations by strengthening regularization processes and access to services.
Job Purpose
This consultancy, based in Upala, aims to provide direct advisory, individualized guidance, and community support to migrants in the Northern Zone of Costa Rica. The role will focus on reducing informational, digital, administrative, and access barriers faced by migrants, particularly vulnerable individuals. By facilitating access to reliable information on regularization processes, online procedures, and available services, the consultant will help migrants understand requirements, complete applications, and access essential resources. This will be done in coordination with local authorities and organizations to promote a more timely and inclusive territorial response to migration challenges, contributing to the overall objectives of the HOPE project.
Responsibilities
Provide direct advisory and individualized guidance on migration regularization processes to vulnerable migrants, including needs assessment, document review, and referrals. Design and implement referral mechanisms with partner institutions, ensuring adherence to protection principles and data privacy. Support the referral of eligible individuals to the economic resource program for documentation. Conduct community outreach and information sessions on regularization routes, online procedures, risks of irregular migration, and available services, including activities for the 'Papeles al Día' campaign. Participate in mobile outreach events and information fairs. Promote accessibility and community inclusion for migrants facing digital barriers or illiteracy. Report client assistance using OIM tools and data protection protocols. Follow up on cases and notify migrants of regularization process outcomes in coordination with the DGME office in Upala. Assist in training activities as requested. Maintain close cooperation with the DGME liaison officer. Support the preparation of materials for stakeholder engagement. Coordinate with local authorities and UN agencies to strengthen territorial articulation for the HOPE project.
Work Experience
Minimum of 3 years of experience working with migrants, specifically in providing assistance and advice on migration matters. Experience in liaising with state institutions, government authorities, national/international organizations, and NGOs is required. Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook) is necessary.
