Job Purpose
The National Security Officer provides essential technical and operational support for all security-related aspects of IOM Cameroon's operations. Based in Yaoundé, the role is crucial for implementing security risk management measures across personnel, premises, assets, movements, and programme activities throughout the country. This position contributes significantly to maintaining robust security awareness, preparedness, compliance, and response capabilities within the IOM Cameroon Country Office and its field locations. Close coordination with UNDSS, national authorities, partners, and internal IOM units is vital for the effective delivery of IOM's mandate while ensuring the safety and security of its operations and personnel.
Responsibilities
Establish and maintain strong working relationships with UN security systems, UNDSS, host government security authorities, and partner services to gather relevant security information. Monitor and analyze the security situation in Cameroon, reporting significant developments and emerging risks. Support the development, implementation, and testing of security plans, contingency plans, emergency response procedures, and evacuation arrangements. Assist in conducting Security Risk Management (SRM) processes and monitoring mitigation measures across all IOM locations. Develop a thorough understanding of IOM Cameroon programmes and operational footprint to provide security inputs for safe delivery. Conduct security assessments of IOM offices, field locations, vehicles, and facilities to ensure compliance with security measures and safety standards. Support the management of the IOM Cameroon warden system, staff contact lists, and communication testing, disseminating security advisories. Record, monitor, and report security incidents, preparing necessary reports. Provide security briefings and coordinate travel security requirements. Offer guidance and technical support to security personnel. Implement and manage security access control procedures and systems. Provide security policy guidance and monitor compliance. Engage with UNDSS security coordination mechanisms and provide technical input. Support investigations into security incidents.
Work Experience
Requires at least two years of professional experience in security, safety, risk management, humanitarian operations, or a related field. Experience in security risk assessments, incident reporting, access control, movement security, and emergency preparedness is desirable. Familiarity with UNSMS, UNDSS, or government security structures is advantageous. UNDSS security certifications are also desirable.
Skills
Excellent oral and written communication skills in English and French are required. Ability to collaborate with government security counterparts and stakeholders. Demonstrated ability to manage rational behavior and decision-making. Good political and social knowledge of Cameroon. Ability to work effectively with diverse colleagues. Working knowledge of another UN official language is desirable.
