Organizational Context
The International Organization for Migration (IOM), a UN partner, promotes humane and orderly migration. In Bolivia, rising internal and international migration, exacerbated by climate change and economic factors, presents challenges, particularly for vulnerable populations facing informal employment and structural barriers. The Bolivian government, in partnership with IOM, seeks to modernize its institutional frameworks to leverage migration for national development.
Job Purpose
This consultancy aims to support the Bolivian government in developing a comprehensive labor migration policy and a strategy to foster self-employment and labor market integration for migrants. The role will contribute to ensuring the economic independence and social cohesion of the migrant population. By generating evidence through a situational diagnosis and developing actionable policy instruments, the consultant will help the Ministry of Labor, Employment, and Social Welfare (MTEPS) and IOM address the complexities of labor migration and its potential as a development opportunity for Bolivia, moving beyond viewing migration solely as a transit phenomenon.
Responsibilities
The consultant will be responsible for generating technical evidence through a situational diagnosis, identifying the labor migration needs of migrants and the capacities of host communities. This will involve engaging relevant public and private sector actors. Subsequently, the consultant will develop a Labor Migration Policy and a Strategy for Fostering Self-Employment and Labor Market Integration for migrants, in close coordination with the MTEPS and IOM. Finally, the developed policy and strategy will be validated with governmental entities, private sector representatives, civil society organizations, and other relevant stakeholders to ensure broad acceptance and applicability.
Work Experience
Required: At least 5 years of experience in designing norms, public policies, and/or social programs, preferably related to labor, economic integration, migration, or vulnerable populations. Desirable: Experience in inter-institutional coordination with government, private sector, NGOs, international cooperation, and civil society. Experience with UN system organizations, international cooperation, or foundations is a plus.
Skills
Advanced Spanish language proficiency. Strong knowledge of migration. Experience in public policy design and implementation. Inter-institutional coordination. Stakeholder engagement. Report writing and policy development.
