Organizational Context

The International Organization for Migration (IOM) in Mexico supports migrants and addresses internal displacement. With an estimated 390,000 internally displaced persons (IDPs) due to violence and conflict, the organization focuses on strengthening capacities of authorities and promoting resilience. This consultancy aligns with IOM's 2024-2028 work plan to resolve, prevent, and better address displacement.

Job Purpose

This consultancy aims to identify and analyze barriers to legal identity access for internally displaced persons (IDPs) and host communities in the Los Altos region of Chiapas, Mexico. The role will develop technical documents and pathways for obtaining and reissuing identity documents, and provide training to Civil Registry authorities. The ultimate goal is to formulate regulatory and administrative recommendations to strengthen legal identity rights for vulnerable populations, contributing to IOM's mandate of addressing displacement and promoting solutions.

Responsibilities

The consultant will identify, systematize, and analyze barriers to legal identity access for IDPs and host communities in Chiapas, using a safe and ethical research methodology with an intersectional approach. Responsibilities include developing a technical diagnosis of these barriers, designing procedures for obtaining and reissuing identity documents, and creating a practical guide for Civil Registry authorities incorporating gender, diversity, and cultural relevance. The consultant will also formulate recommendations for strengthening legal identity access, provide assistance in organizing consultation spaces and capacity-building workshops, and support the finalization and dissemination of project deliverables.

Work Experience

Demonstrable experience with the legal framework for the right to legal identity in Mexico, specifically Chiapas. Essential experience includes mainstreaming gender and differential approaches, and prior work with indigenous peoples. Knowledge of the migration and internal displacement context in Mexico, particularly in Chiapas, is advantageous.

Skills

Ability to analyze and develop technical and informational documents. Excellent verbal and written communication skills. Excellent planning and execution of activity timelines.
