Job Purpose
This role is to conduct a comprehensive needs assessment for border management in North Macedonia, funded by the European Union. The assessment will identify existing gaps and priority needs in technical capacities, focusing on modernization and digitalization of infrastructure, equipment, systems, and operational procedures. The findings will inform evidence-based proposals and recommendations to improve border management, ensuring alignment with national legislation, priorities, and EU standards. The expert will work collaboratively with IOM and national authorities, including the Ministry of Interior and Border Police, to deliver actionable insights for enhancing border security and management effectiveness.
Responsibilities
Conduct a desk review of national strategies, legislation, and EU standards to identify preliminary gaps in border management technical capacities. Develop a detailed workplan for the needs assessment in consultation with IOM and national authorities. Perform on-site assessments of existing border management technical capacities, including infrastructure, equipment, systems, operational procedures, and digital architecture. Identify gaps and priority areas for modernization and digitalization, assessing data governance, interoperability, cybersecurity, and AI potential. Define detailed functional, technical, cybersecurity, and operational requirements for future procurement. Conduct market research on relevant equipment and solutions. Prepare a comprehensive assessment report with findings, analysis, and evidence-based recommendations. Deliver a presentation summarizing the assessment results and market research outcomes.
Work Experience
Proven experience in conducting needs assessments for border management or related areas, evaluating infrastructure and digital systems. Demonstrated experience with establishing or upgrading ICT-based border management mechanisms, particularly in EU accession countries. Experience working with law enforcement agencies and international organizations in the EU or Western Balkans is desirable.
Skills
Analytical and reporting skills, communication skills, understanding of EU standards and Schengen requirements, knowledge of cybersecurity frameworks, familiarity with AI governance and digital transformation, computer literacy (Outlook, Word, Excel, PowerPoint).
