Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on migration. It collaborates with partners to promote humane and orderly migration, save lives, protect migrants, and facilitate legal pathways. This role, based in Caracas, Venezuela, provides operational support to the Mission's Procurement and Logistics Unit under the supervision of the Chief of Mission and Resources Management Officer.
Job Purpose
The National Supply Chain Officer will provide essential operational support to the IOM Mission's Procurement and Logistics Unit in Caracas, Venezuela. This role is crucial for the effective planning and implementation of procurement and contractual activities across various projects. The incumbent will ensure that services and commodities are acquired efficiently, adhering to IOM's procurement manual and delegation of authority. By coordinating with finance and technical teams, and managing tender processes, this position directly contributes to the successful delivery of IOM's mandate to assist governments and migrants, ensuring timely acquisition of necessary resources while maintaining compliance and operational integrity.
Responsibilities
The National Supply Chain Officer is responsible for supporting the planning and execution of procurement and contractual activities for project services and commodities, considering local market conditions. This includes guiding requisitioning units on procurement procedures, coordinating with Finance for budget confirmation, and overseeing the inspection of procured goods and services. The role involves managing tender processes, evaluating offers, and monitoring warehouse and asset management procedures, including repairs and maintenance. Additionally, the officer will maintain inventory records for supplies, contribute to asset management and disposal, and manage procurement documentation. Training staff within the unit and assisting with service agreements and contracts are also key duties.
Work Experience
Experience working with international humanitarian organizations, non-government, or government institutions in a multicultural setting is advantageous. The role also benefits from experience supporting results-based projects and activities, and the ability to perform well under pressure while meeting tight deadlines.
Skills
Proficiency in computer literacy, including MS Office 365 and ERP systems. Strong negotiation and planning skills. Demonstrated ability to work effectively in a team and independently, with commitment, efficiency, and flexibility. Experience collaborating harmoniously with colleagues from diverse cultural and professional backgrounds at all levels.
