Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on migration. It collaborates with partners to promote humane and orderly migration, protect people on the move, and support governments. This role, based in Dakar, Senegal, operates under the Chief of Mission and Resources Management Officer, coordinating with regional and headquarters units to ensure efficient supply chain operations.
Job Purpose
The Supply Chain Officer is responsible for leading, coordinating, and monitoring all supply chain activities to support IOM's program and operational objectives. This involves ensuring the timely, efficient, compliant, and cost-effective delivery of quality goods and services to beneficiaries, adhering to IOM policies, donor requirements, and Supply Chain Management (SCM) standards. The role also provides technical guidance and support to Country Offices within the assigned Area of Responsibility, which includes The Gambia, Sierra Leone, Cabo Verde, and Guinea-Bissau, aligning with delegated institutional responsibilities and contributing to the overall mission of supporting people on the move.
Responsibilities
The Supply Chain Officer will coordinate strategic planning, implementation, and monitoring of supply chain activities for the MPRR-SSA programme and Senegal COCF operations, collaborating with stakeholders to ensure effective program delivery. Responsibilities include conducting logistics and procurement risk assessments, managing end-to-end procurement and logistics processes for various program components (AVRR, reintegration, cash-based interventions, etc.), and overseeing warehouse, fleet, asset, and facility management. The role involves developing and implementing standardized SCM procedures and SOPs, identifying and mitigating operational bottlenecks and risks, and managing vendor performance. Additionally, the officer will provide technical advice to Country Offices and implementing partners, ensure compliance with IOM and donor regulations, and contribute to accurate financial and operational management through close collaboration with program and finance units. Regular monitoring missions, reporting, and capacity-building initiatives for staff are also key duties, alongside representing IOM in inter-agency forums.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Additionally, demonstrated experience in training and managing large teams, as well as managing vendors and suppliers, is essential for this role.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, systems, and processes is required. Excellent computer literacy is also necessary, with knowledge of Oracle being an advantage.
