National Consultant: Development Of Standard Operating Procedures (sops) To Strengthen Migrant Support, Protection And Access To Rights In Georgia

Organizational Context

The International Organization for Migration (IOM) in Georgia is implementing the REforM project to strengthen migration governance through rights-based approaches. Georgia is a growing destination for migrant workers, facing challenges in migrant support systems due to barriers in registration, understanding rights, and accessing services. This consultancy aims to address these gaps by developing Standard Operating Procedures (SOPs) for Civil Society Organizations (CSOs) to improve migrant support.

Job Purpose

This consultancy aims to strengthen the capacity of Civil Society Organizations (CSOs) in Georgia to provide enhanced advocacy, information, and support services to migrants. The primary objective is to develop practical and standardized Standard Operating Procedures (SOPs) that will guide CSOs in their interactions with migrants. These SOPs will cover crucial areas such as initial case intake, registration, vulnerability identification, information provision on rights and obligations, navigation of administrative procedures, and facilitation of access to services and remedies. The role involves providing national expertise and contextual analysis to inform the development and finalization of these SOPs, ensuring they are aligned with Georgian legal frameworks, institutional mandates, and operational realities, ultimately contributing to a more coherent and accessible support ecosystem for migrants in Georgia and preventing exploitation.

Responsibilities

The National Consultant will provide technical expertise and contextual support for the development of Standard Operating Procedures (SOPs) for CSOs supporting migrants in Georgia. Key responsibilities include reviewing and analyzing Georgian legal, policy, and institutional frameworks related to migration; mapping relevant stakeholders and existing service delivery mechanisms; assessing current migrant support approaches and identifying gaps; planning and leading consultations with CSOs, public institutions, and other actors; providing contextual analysis and technical inputs to an International Consultant for SOP framework development; reviewing draft SOPs and providing feedback to ensure applicability in the Georgian context; supporting validation processes for the SOPs; and contributing to capacity-building activities for CSOs on SOP implementation.

Work Experience

Experience in developing or supporting Standard Operating Procedures (SOPs), guidelines, or operational frameworks is required. Demonstrated experience in designing and operationalizing referral mechanisms, case intake procedures, or service standards for migrant protection or related sectors is necessary. Experience engaging with Georgian government institutions, international organizations, and civil society actors in migration or protection is also required.

Skills

Strong knowledge of Georgian legal and institutional frameworks related to migration. Experience in developing SOPs or similar tools. Demonstrated experience in designing referral mechanisms and service standards. Experience in qualitative research and facilitating stakeholder consultations. Experience engaging with Georgian government, international organizations, and CSOs. Excellent analytical, drafting, and report-writing skills in English. Fluency in Georgian and English.
