International Consultant: Development Of Standard Operating Procedures (sops) To Strengthen Migrant Support, Protection And Access To Rights In Georgia

Organizational Context

The International Organization for Migration (IOM) is a UN agency dedicated to promoting humane and orderly migration. In Georgia, IOM is implementing the REforM project to strengthen migration governance through rights-based approaches. This consultancy supports efforts to enhance migrant protection and inclusion, addressing challenges faced by migrants in accessing information, services, and legal rights within Georgia's evolving migration landscape.

Job Purpose

This consultancy aims to strengthen the capacity of Civil Society Organizations (CSOs) in Georgia to provide effective advocacy, information, and support services to migrants. The primary objective is to develop and implement Standard Operating Procedures (SOPs) tailored for CSOs, ensuring a standardized, rights-based, and protection-sensitive framework for migrant assistance. The role involves technical drafting, stakeholder consultations, and capacity-building activities to improve the consistency, quality, and sustainability of services offered to migrants, ultimately contributing to better migrant protection and access to rights.

Responsibilities

The consultant will lead the development of Standard Operating Procedures (SOPs) for CSOs supporting migrants in Georgia. Key responsibilities include conducting analytical reviews of legal and institutional frameworks, international best practices, and stakeholder mapping to inform SOP design. The consultant will develop practical SOPs, including workflows, referral mechanisms, and service standards, and create supporting tools like intake forms and confidentiality protocols. This involves facilitating stakeholder consultations and validation workshops to ensure practicality and context-specificity. Additionally, the consultant will design and deliver training packages for CSOs on SOP implementation and develop user-friendly outreach materials to support effective service delivery and migrant information dissemination.

Work Experience

Experience in developing Standard Operating Procedures (SOPs) or similar operational frameworks is required. Demonstrated experience in designing referral mechanisms, case intake procedures, or service standards for migrant protection or social services is necessary. Experience with qualitative research, stakeholder consultations, and engaging with diverse institutions is also essential.

Strong analytical, drafting, and report-writing skills. Experience in developing SOPs and operational frameworks. Expertise in designing referral mechanisms and service standards. Proficiency in qualitative research and stakeholder engagement. Ability to work in English. Familiarity with migrant support systems is advantageous.
