Job Purpose
The National Project Officer (Reintegration and Economic Inclusion) supports the planning, coordination, implementation, and monitoring of community-based reintegration (CBR) interventions and Enterprise Development Fund (EDF) activities in Ethiopia. Working under the direct supervision of the Programme Officer (Return and Reintegration), the incumbent provides day-to-day implementation support, assists with partner coordination, compiles monitoring data, prepares reporting inputs, and identifies operational issues. This role is crucial for strengthening local absorption capacity, promoting social cohesion, and improving access to services and livelihood opportunities for vulnerable returnees, migrants, and host communities, contributing to sustainable reintegration and local economic development.
Responsibilities
The role involves assisting in the coordination, implementation, and monitoring of community-based reintegration activities, focusing on economic, social, and psychosocial dimensions. This includes supporting community assessments, market analyses, and stakeholder consultations to identify reintegration needs and opportunities. The officer will aid in developing and implementing reintegration activities for returnees, migrants, and host communities, including livelihoods, social cohesion, and service delivery. Responsibilities also extend to supporting the Enterprise Development Fund (EDF) component, engaging with private sector actors, and preparing operational plans and documentation. The role requires providing coordination support to field teams and partners, maintaining communication with stakeholders, monitoring partner performance, and assisting in capacity-building activities. Additionally, the officer will collect and consolidate monitoring data, conduct field visits, and prepare reports and project development inputs.
Work Experience
Experience is required in supporting community-based reintegration projects, including grants or enterprise development funds, and working with vulnerable groups such as migrants and refugees. Experience with implementing partners, NGOs, and governmental authorities is necessary. Familiarity with financial institutions, private sector actors, market assessments, and livelihoods assessments is beneficial. Experience with UN agencies or international organizations, training delivery, and monitoring employment/income generation outcomes is advantageous.
Skills
Key skills include strong knowledge of reintegration methodologies, migration programming, local economic development, and SME development. Proficiency in grants management, private-sector partnerships, MEAL, report writing, project cycle management, and stakeholder engagement is essential. The role requires data analysis, database management, and advanced Microsoft Office application skills. Experience with information and project management systems is also noted.
