Job Purpose
The Head of Mobility Pathways and Inclusion (MPI) is responsible for leading the coordination, management, and operational oversight of IOM's activities and strategic engagement across the migration continuum. This includes contributing to migration governance policies and thematic areas such as Migrant Protection, Mental Health and Psychosocial Support, Immigration and Border Governance, Labour Migration, and Humanitarian Protection. The role involves leading strategic engagement with external stakeholders, including government counterparts and UN agencies, and contributing to programme development, operational planning, donor engagement, and external representation. The Head of MPI ensures the MPI portfolio aligns with the Mission's strategic priorities and IOM's global mandate, maintaining coherence and responsiveness.
Responsibilities
The Head of Mobility Pathways and Inclusion (MPI) will oversee the implementation of strategic approaches to mobility pathways and related operations, collaborating with authorities and stakeholders. They will serve as the mission's focal point for mobility issues, coordinating IOM's input into migration management policies and providing evidence-based technical advice. The role involves leading technical reviews of migration trends and promoting coherence across MPI programmes. Responsibilities include ensuring consistent and strategic guidance for all MPI projects, such as Migrant Protection, MHPSS, Border Governance, Labour Mobility, and Humanitarian Protection. The Head of MPI will lead and supervise MPI teams, manage resources effectively, and coordinate resource mobilization efforts. They will also develop and maintain strong partnerships with government authorities, UN agencies, donors, and other relevant entities, ensuring proper programme documentation and visibility. Additionally, the role involves managing international consultants, coordinating cross-cutting priorities like gender equality and disability inclusion, and promoting victim-centred approaches.
Work Experience
Experience is required in humanitarian, recovery, stabilization, or development settings. Demonstrated experience in managing field operations, programme delivery, or multi-sector teams in challenging environments is essential. Experience in contexts with overlapping development and conflict challenges is a strong asset. Previous experience in writing training plans, statements of works, standard operating procedures, and detailed instructions is also beneficial.
Skills
Excellent government liaison, inter-agency coordination, and donor engagement skills. Demonstrated ability to manage and coordinate complex UN/international organization operations. Strong programme management skills, including overseeing multi-sector programmes and operational delivery in complex contexts. Proven capacity to manage and supervise large, multi-disciplinary teams, including remote management. Sound understanding of UN coordination mechanisms and partnership modalities. Excellent analytical and problem-solving skills. Strong communication and representation abilities. Ability to plan, prioritize, and manage competing demands in high-pressure environments. Demonstrated leadership, negotiation, and interpersonal skills.
