The role of Senior Supply Chain Associate-Assets is situated within the IOM's supply chain unit in the Central African Republic, reporting to the Supply Chain Officer.
Job Purpose
The Senior Supply Chain Associate-Assets is responsible for the day-to-day management of IOM's procurement activities in the Central African Republic, ensuring compliance with organizational regulations and procedures. This role contributes to the effective and efficient delivery of IOM's mandate by ensuring that goods and services are procured in a timely and cost-effective manner. The position plays a crucial part in supporting IOM's operations by managing assets, coordinating logistics, and facilitating regular migration pathways. The role also involves providing guidance on procurement processes and contributing to the continuous improvement of supply chain systems, ultimately supporting IOM's mission to save lives, protect displaced persons, and provide assistance to governments and migrants.
Responsibilities
Procurement: Implement and support procurement activities, including reviewing purchase requests, managing tender processes, and ensuring timely delivery and payment. Negotiate purchase terms and resolve delivery issues. Provide technical guidance on procurement procedures and systems, proposing improvements and risk mitigation strategies. Identify and evaluate local and international suppliers. Contribute to contract monitoring and reporting. Logistics/Asset Management: Collaborate with technical services to ensure procured assets meet operational needs and IOM standards. Register and track assets in the system, ensuring accurate updates. Manage asset documentation for allocation, transfer, damage, loss, and disposal. Conduct physical inventory checks and reconcile with system records. Assist in preventing fraud and abuse in asset management. Prepare donation documents for assets. Coordinate logistics with UN agencies, partners, and government authorities. General/Flight Reservations: Mentor and supervise junior staff. Assist with local and cargo flight reservations for IOM personnel and equipment, ensuring timely communication of travel information. Participate in inter-agency working groups on procurement and logistics.
Work Experience
Experience in procurement and logistics, including supplier and service provider relations. Experience in asset management processes. Experience working with IOM or UN procurement and logistics rules and procedures is an asset. Experience in an international organization within a multicultural environment and in training/coordinating teams is also an asset.
Skills
Excellent IT skills. Ability to work with national and international institutions. Strong report writing, communication, and negotiation skills. Ability to realistically determine resource needs. Fluency in French and English (oral and written). Practical knowledge of local languages is an asset.
