Job Purpose
The Human Resources Associate will be responsible for coordinating human resources functions within the IOM Country Office in the Central African Republic. Working under the general supervision of the Head of Resources Management and direct supervision of the Human Resources Officer, and in collaboration with relevant units at Headquarters and administrative centers, this role is crucial for ensuring the smooth operation of HR processes. The associate will support recruitment, onboarding, HR system management, leave administration, and other HR-related activities. The position contributes to maintaining a compliant, efficient, and supportive HR environment, enabling the IOM to effectively support people on the move and leverage the potential of migration.
Responsibilities
Coordinate recruitment processes, including guiding hiring managers, preparing terms of reference, advertising vacancies, pre-screening candidates, preparing interview protocols, administering tests, participating in interview panels, preparing candidate evaluation forms, conducting reference checks, and preparing job offers. Manage pre-employment activities such as preparing onboarding documents, coordinating medical examinations, arranging insurance enrollment, and organizing orientation sessions and security briefings. Ensure accurate and timely data entry and maintenance in the HR system, verifying eligibility for benefits, tracking contract status, and generating necessary reports. Act as Timekeeper, managing leave balances, processing leave requests, and generating leave-related reports. Prepare documentation for staff departures, classifications, promotions, and disciplinary cases, coordinating with relevant IOM offices. Generate and submit HR reports, draft correspondence, and maintain systematic filing of HR documents, both electronic and physical. Monitor performance appraisal processes, provide guidance on system usage, and organize HR-related events and training activities. Inform staff about their rights and responsibilities, and identify areas for process improvement.
Work Experience
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Prior experience with SAP is an advantage. Experience working with international humanitarian organizations, NGOs, or governmental institutions in a multicultural setting is beneficial. Attention to detail, methodical organization, discretion, client-service orientation, and a willingness to learn are essential.
Skills
Strong knowledge of HR policies, procedures, and administrative processes. Good organizational, communication, and interpersonal skills. Proficiency in Microsoft Office applications and HR information systems. Ability to ensure accuracy, confidentiality, and attention to detail. Capacity to prioritize, meet deadlines, and work effectively in a multicultural environment. Ability to provide administrative support and guidance on common HR matters.
