Job Purpose
This consultancy aims to provide specialized environmental compliance and safeguard support for housing, public building, and public infrastructure reconstruction activities in Chuuk. The Environmental Compliance Specialist will ensure adherence to IOM environmental policies, donor requirements, and national regulations. This involves conducting environmental screenings, developing and monitoring management plans, performing site inspections, supporting reporting, and offering technical guidance to project teams and contractors. The role is crucial for ensuring that all reconstruction activities are conducted in an environmentally responsible manner, mitigating risks and adhering to established standards throughout the project lifecycle.
Responsibilities
The Environmental Compliance Specialist will review project documentation, produce Environmental Screening Reports (ESRs), and develop/implement Environmental Management Plans (EMPs). Responsibilities include conducting regular field inspections to monitor compliance with mitigation measures, environmental health and safety standards, and approved plans. The consultant will provide technical guidance to project teams and contractors, collect data on environmental risks and compliance, and prepare monitoring and compliance reports with corrective actions. Additional duties involve conducting site impact assessments, coordinating with government agencies and stakeholders, and submitting Environmental Mitigating and Monitoring Plans (EMMPs). The role also requires ensuring compliance with IOM policies and performing assigned duties.
Work Experience
Required experience includes the design and establishment of common property natural resource management systems. Experience in environmental work within outer islands, the Pacific region, or Micronesia is also desirable.
