The International Organization for Migration (IOM) in Burkina Faso supports returning migrants through initiatives that strengthen social cohesion, improve livelihoods, and promote the resilience of host communities. As part of a project funded by the Netherlands to enhance migration management cooperation in Algeria, IOM is developing a community-based reintegration project in Burkina Faso.
Job Purpose
This consultancy aims to support the planning process for a community-based reintegration project in Burkina Faso, funded by the Netherlands. The consultant will work collaboratively with local stakeholders to identify, prioritize, and design community interventions that address the real needs of target populations. The role involves facilitating participatory planning with local authorities, community leaders, civil society organizations, women's and youth groups, and direct beneficiaries to ensure concrete responses are developed based on actual community requirements.
Responsibilities
The consultant will be responsible for conducting a mapping of local stakeholders and organizing inclusive community consultations. Key duties include identifying local development needs, challenges, and opportunities, and facilitating the participatory development of a community action plan. The role also involves strengthening local ownership and community participation in project implementation and producing operational recommendations for community activities. The mission timeline includes developing a methodological note, mapping stakeholders, conducting consultations, developing and validating the action plan, and submitting a final report.
Work Experience
A minimum of 5 years of experience in conducting participatory processes is required. Demonstrated experience with community development projects is essential. Experience in reintegration, migration, or social cohesion programs is a significant asset, as is experience working with local authorities and community organizations.
Skills
Proficiency in MS Office Suite (Word, Excel, Access). Strong facilitation skills for participatory workshops. Ability to conduct qualitative and community analysis. Excellent report writing skills. Fluency in French is required, and knowledge of local languages is an asset.
