Organizational Context

The International Organization for Migration (IOM) is the leading UN agency for migration, promoting humane and orderly migration globally. The Office of Staff Security (OSS) within IOM is responsible for security policy management and operational support to IOM country offices. This role sits within the Venezuela Country Office, supporting the direct supervisor in enhancing security awareness for IOM activities.

Job Purpose

The National Security Support Officer will play a crucial role in supporting the direct supervisor in establishing and maintaining an appropriate level of security awareness for IOM activities in Venezuela. This involves monitoring and analyzing the security situation, developing and implementing security plans, and ensuring compliance with security measures. The role contributes to the effective implementation and delivery of IOM programmes by managing security risks at acceptable levels, safeguarding IOM personnel, premises, and assets, and ensuring a safe working environment for all staff involved in IOM operations within the country.

Responsibilities

Key responsibilities include establishing and maintaining relationships with UN security bodies, host government agencies, and partner security services to gather relevant security information. The role involves monitoring and analyzing the security situation in Venezuela, reporting significant events, and gathering/verifying security information. Support will be provided for developing and implementing country-specific security plans, contingency plans, and Standard Operating Procedures. The officer will assist in Security Risk Management (SRM) processes, conduct physical surveys of IOM premises, and contribute to Security Risk Assessments. Additionally, the role involves managing the Country Office Warden system, disseminating safety and security information, and supervising Field Security Associates. The officer will also manage security access control procedures, provide security briefings, coordinate travel security, and support investigations into security incidents.

Work Experience

Relevant professional experience in the humanitarian, public, private, or corporate sector is desirable. Experience in security programmes, risk assessments, analysis, operational security risk management, investigation, and physical security is also desirable. UNDSS certifications such as SCP, SAPP, TDC, or SSAFE are considered an advantage.

Ability to collaborate with senior government security counterparts and stakeholders. Demonstrated ability to manage rational behavior and decision-making. Good political and social knowledge of the country. Ability to work effectively with colleagues from diverse cultural and professional backgrounds. Excellent oral and written communication skills.
