Organizational Context

The International Organization for Migration (IOM), a UN agency founded in 1951, promotes humane and orderly migration. In Haiti, with increasing returns of migrants, immediate humanitarian needs, including health, arise at border points like Ouanaminthe. IOM collaborates with the Ministry of Public Health and Population (MSPP) and local health structures to address these needs.

Job Purpose

This role serves as a Health Focal Point at the Ouanaminthe border to strengthen the institutional and operational link between IOM and the MSPP/North-East Health Directorate (DSNE). The purpose is to facilitate IOM's support to the MSPP/DSNE in implementing health activities for migrants. This includes monitoring their medical needs, managing medications and supplies, and overseeing the administrative and financial aspects of medical referrals to health institutions in the North-East and North departments to ensure their medical costs are covered. The position reports administratively to the Senior Protection Assistant in Ouanaminthe and technically coordinates with the MSPP/DSNE focal point.

Responsibilities

The Health Focal Point will act as the primary liaison between IOM, MSPP/DSNE, and the Ouanaminthe border health system. Key duties include identifying and monitoring the health needs of migrants, collaborating on medical consultations as needed, and ensuring timely and confidential transmission of health information. The role involves supporting the coordination of health activities, aligning them with MSPP/DSNE guidelines and IOM procedures. Responsibilities extend to assisting MSPP/DSNE staff with primary medical consultations for vulnerable migrants and managing the administrative and financial follow-up of referred medical cases, including tracking their progress and associated costs. Regular inventory and stock management of medications and medical supplies are crucial, along with preparing requisitions and reporting on stock status. The position also supports the identification and referral of migrants with specific vulnerabilities, including mental health and psychosocial support needs, and contributes to health promotion and risk communication activities.

Work Experience

Experience is required in humanitarian, border, community, or emergency settings. This includes coordinating health activities, managing medical supplies, tracking referred patients, and working with MSPP health structures. Familiarity with the Haitian health system, particularly coordination mechanisms with DSNE and MSPP, is important. Experience with vulnerable populations like migrants is highly desirable. The ability to prepare reports, maintain tracking tools, and document stock and referrals is essential.

Skills

Proficiency in French (oral and written) is required. Practical knowledge of English and/or Spanish is an asset. Key competencies include teamwork, results-orientation, knowledge management, accountability, and communication. The ability to work under pressure in a complex border environment, strong inter-institutional coordination, and sensitivity to protection and confidentiality are crucial.
