The International Organization for Migration (IOM) is a UN-related organization established in 1951, dedicated to promoting humane and orderly migration. As the leading UN agency in migration, IOM collaborates with governmental, intergovernmental, and non-governmental partners. This Human Resources Associate role in Manila, Philippines, operates under the overall supervision of the Human Resources Officer and direct supervision of the Senior Human Resources Associate, supporting the delivery of HR services for IOM Philippines.

Job Purpose

The Human Resources Associate will support the Human Resources Officer and Senior Human Resources Associate in delivering a comprehensive range of human resources services for IOM Philippines. This role is crucial for implementing HR policies, procedures, and initiatives in alignment with IOM regulations, rules, and standards, ensuring efficient and client-oriented HR service delivery. The incumbent will contribute to various HR functions, including recruitment, onboarding, personnel administration, contract management, learning and development, workforce planning, HR reporting, records management, and employee support. By working collaboratively with the HR team and stakeholders, the position aims to enhance business continuity, operational effectiveness, and continuous process improvement within the HR Unit, ensuring coordinated HR data, compliance, recruitment, employee lifecycle actions, and management reporting.

Responsibilities

Assist in coordinating recruitment processes, including candidate screening, interview support, and offer preparation. Manage pre-employment activities such as onboarding documentation, medical clearances, and induction sessions. Maintain and update the organizational HR system with accurate personnel data, monitor contracts, and generate reports. Serve as Timekeeper, managing and reconciling leave records and generating related reports. Prepare documentation for various HR actions like separations, classifications, and promotions, coordinating with relevant IOM offices. Generate timely personnel reports, draft correspondence, and maintain organized electronic and physical HR records. Monitor compliance with performance evaluation processes and provide technical guidance. Organize HR events, including staff development and training activities. Provide information and guidance to staff on HR entitlements and procedures. Identify areas for HR process improvement and assist in resolving sensitive cases. Participate in inter-agency HR working groups and provide training to junior staff.

Work Experience

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Previous experience with SAP is advantageous. Experience in organizing paperwork methodically, with attention to detail. Prior work experience in a multicultural setting with international humanitarian organizations, NGOs, or government institutions is beneficial.
