Job Purpose
The Programme Support Officer (Head of PSU) reports to the Chief of Mission and collaborates with various IOM units and external stakeholders. This role is crucial for supporting the coordination and facilitation of project development, donor and institutional reporting, and donor liaison activities. The position also involves overseeing the Monitoring & Evaluation, Information Management, and Communication Units, ensuring effective project support and alignment with IOM's strategic objectives and donor requirements.
Responsibilities
Coordinate and supervise the development and endorsement of project proposals and budgets, ensuring alignment with IOM strategies and donor priorities. Prepare and ensure the quality and timely submission of donor reports, adhering to contractual obligations and IOM policies. Identify funding opportunities and assist in developing approaches to expand the donor base. Support effective relationships with donor counterparts and project partners. Integrate Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks into program design and implementation. Provide technical input on emerging trends and ensure compliance with IOM and donor requirements. Supervise Information Management and Communication staff. Support capacity building and training for country office staff on program development and reporting. Maintain accurate project documentation and records.
Work Experience
Experience in supporting results-based project development and reporting, technical writing, and editing, preferably in the international development or humanitarian sector. Experience in donor relations and grant management, with knowledge of specific IOM donor interests. Familiarity with Results-Based Management (RBM) and other strategic planning approaches is required.
Skills
Strong communication, writing, and organizational skills. Ability to prepare clear reports. Basic knowledge of monitoring and evaluation concepts. Proven experience in donor report writing. Demonstrated analytical and planning skills. Ability to establish working relationships with diverse stakeholders. Capacity to supervise and train staff. Ability to work accurately under pressure. Good computer literacy, including database applications.
