Organizational Context
IOM operates in Türkiye, responding to the Syrian conflict and the recent earthquake, which have created significant humanitarian needs. The organization provides relief and protection to vulnerable populations in host families and crowded settlements. This role supports the ESEM region's response to growing challenges posed by displaced populations and new arrivals, ensuring effective resource management.
Job Purpose
The National Budget Officer will oversee resource management, budget monitoring, and reporting for all ESEM region programmed projects, aligning with IOM policies and standards. This role is crucial in managing the financial aspects of IOM's humanitarian response to the Syrian conflict and the earthquake in Türkiye. The officer will ensure efficient allocation and tracking of funds, providing vital support to program coordinators and senior management in addressing the needs of displaced populations and reception communities. The position contributes to the overall effectiveness and accountability of IOM's operations in a challenging humanitarian context.
Responsibilities
The National Budget Officer is responsible for supporting program coordinators and the resources management team in monitoring and managing administrative and financial components of ESEM region projects. Key duties include overseeing financial management, reporting project financial status to stakeholders, evaluating financial reports, and resolving anomalies. The role involves advising on budget trends, providing oversight of financial expenditure, preparing cash flow forecasts, and ensuring commitments are accurately reflected. The officer will also prepare donor financial reports, assist in annual budget preparation, monitor budget control, and analyze variances. Additional responsibilities include preparing budgets for new programs, managing financial files, leading internal coordination for the annual mission budget, developing budget tools, suggesting procedural improvements, and training project teams. The role also involves supervising and distributing workload within the budget unit and training team members.
Work Experience
Proven experience in Finance and Budgeting, particularly within the international public sector, is required. Experience in IOM field operations in post-conflict or peacebuilding settings is advantageous. The role requires the ability to prepare clear reports, supervise staff, and coordinate administrative activities. High computer literacy, including experience with computerized accounting systems and MS Excel, is essential. Knowledge of IOM PRISM/accounting systems and SAP or PRISM training are considered advantages.
