Organizational Context
The International Organization for Migration (IOM) and UNICEF are jointly implementing a regional project, "Cross-border Investment in Water Management, Climate Security, and Peacebuilding," supported by the Peacebuilding Fund. This initiative focuses on the border regions of Mauritania, Mali, and Senegal, addressing challenges related to natural resource management, climate change, and conflict prevention.
Job Purpose
The purpose of this consultancy is to harmonize, contextualize, and develop regional training modules for institutional and community actors in Mauritania, Mali, and Senegal. The role involves reviewing existing training materials from IOM, UNICEF, and partners, identifying gaps, and creating a unified regional framework. This will enhance capacity building efforts in integrated water resource management, climate resilience, conflict prevention, and hydro-diplomacy, ultimately contributing to peace and stability in the target border areas.
Responsibilities
The consultant will conduct an inventory and analysis of existing training modules, identifying gaps and areas for harmonization. They will revise, adapt, and develop new modules to address the specific needs of the trans-border regions, ensuring integration of cross-cutting themes such as gender, protection, conflict sensitivity, and inclusion. A key responsibility is the creation of a comprehensive regional training kit, including harmonized modules, pedagogical materials, and a simplified trainer's guide. The consultant will also develop evaluation tools and provide recommendations for the harmonized deployment of training programs across the three countries, ensuring content is adaptable to local languages.
Work Experience
A minimum of 10 years of confirmed expertise in social engineering, training design, and curriculum development is required. Proven experience in water-conflict-climate-peacebuilding nexus issues, deep knowledge of the Sahelian and cross-border context, and strong experience with gender, GBV, and LNOB approaches are essential. Experience working with state institutions, local authorities, security forces, and communities is also necessary.
Skills
Key skills include training design and curriculum development, harmonization and adaptation of training modules, integrated water resource management (IWRM), water-climate-peace nexus, climate resilience, conflict prevention and management, hydro-diplomacy, natural resource governance, disaster risk reduction, and adult education methods. Proficiency in French is essential, with English and local languages being an asset. Strong analytical, synthesis, facilitation, coordination, and communication skills are also required.
