Organizational Context

The International Organization for Migration (IOM) in São Tomé and Príncipe is implementing a project focused on youth empowerment through ecotourism, aiming to enhance training, employment, and entrepreneurship. This role will collaborate closely with an international consultant and various national and international stakeholders, including UN agencies and government ministries, to accelerate project implementation and strengthen coordination.

Job Purpose

The National Consultant will play a crucial role in accelerating the implementation of priority activities for the youth empowerment through ecotourism project in São Tomé and Príncipe. This involves reinforcing technical and administrative coordination among IOM, the UN Resident Coordinator's Office, relevant ministries, and other national and international actors. The consultant will support market studies, facilitate stakeholder consultations, develop training and advocacy content, and contribute to capacity building for national stakeholders. The ultimate goal is to foster the development of a sustainable ecotourism sector that includes youth and women, aligning with national development strategies and ensuring the project's visibility and impact.

Responsibilities

The National Consultant, under the supervision of the IOM Chief of Mission and Project Manager, will undertake several key activities. These include conducting a gender-sensitive ecotourism market study, organizing validation meetings, and supporting the dissemination of findings. The consultant will also conduct multisectoral consultations, analyze factors influencing youth employment in ecotourism, and develop training content by reviewing existing modules and identifying national trainers. Furthermore, the role involves facilitating sectoral dialogues, identifying institutional focal points, and contributing to the development of a strategic advocacy note for a favorable regulatory and economic framework for ecotourism. Finally, the consultant will assist in structuring the national forum on sustainable ecotourism and contribute to the project's exit strategy.

Work Experience

A minimum of two years of proven professional experience in São Tomé and Príncipe is required, specifically in ecotourism, sustainable tourism, economic development, public policy, policy paper development, or strategy development. Solid experience in strategic analysis, international partnerships, and understanding of migration and development issues, particularly in Africa or São Tomé and Príncipe, is essential. Experience in designing methodological frameworks and organizing consultative processes is also necessary.

Skills

Excellent writing, analytical, and facilitation skills for consultative processes. Proven experience in research, quantitative and qualitative data collection, and analysis. In-depth knowledge of regional and international frameworks. Fluency in Portuguese and French; English proficiency is an asset.
