Organizational Context
The International Organization for Migration (IOM) is seeking an International Consultant to accelerate project activities in São Tomé and Príncipe. The role involves strengthening coordination between IOM, the UN Resident Coordinator's Office, relevant ministries, and national/international stakeholders, including the diaspora. The consultant will design methodological frameworks for consultations and support the development of national development strategies.
Job Purpose
The International Consultant will accelerate the implementation of priority project activities focused on youth empowerment through ecotourism, training, employment, and entrepreneurship in São Tomé and Príncipe. This involves enhancing technical and administrative coordination among key national and international partners, including the UN system and relevant ministries. The consultant will design consultation methodologies, identify ecotourism niches, foster national and international partnerships for sector development, and facilitate strategic meetings. A key aspect is reinforcing technical capacities of national stakeholders in sustainable ecotourism and youth/women inclusion in the local economy, ensuring alignment with national and international frameworks.
Responsibilities
Under the supervision of the Chief of Mission and Project Manager, the International Consultant will accelerate project implementation by identifying publication channels for market research reports and coordinating with IOM units. They will conduct in-depth literature reviews on high-potential ecotourism niches, analyzing international trends and São Tomé and Príncipe's comparative advantages to inform recommendation workshops. The consultant will identify national and international institutions for ecotourism training, review existing partnerships, and propose collaboration avenues. Additionally, they will identify national stakeholders in sustainable ecotourism, review existing dialogue platforms, and contribute to structuring the national forum and project exit strategy.
Work Experience
A minimum of five years of proven professional experience is required in ecotourism, sustainable tourism, economic development, policy summaries, or strategy development. Experience in strategic analysis, international partnerships, and migration and development issues, particularly in Africa or São Tomé and Príncipe, is essential. Experience in designing methodological frameworks and policy summaries aligned with international standards is also necessary.
