Organizational Context

The International Organization for Migration (IOM) is a leading inter-governmental organization dedicated to promoting humane and orderly migration. In Cambodia, IOM addresses critical challenges like human trafficking by working with governmental and non-governmental partners to ensure victims are identified, referred, and supported. This consultancy is part of the regional "Ship to Shore Rights in South-East Asia" project, funded by the EU.

Job Purpose

This consultancy aims to update and finalize the draft Guidelines on the National Referral Mechanism (NRM) for victims of human trafficking in Cambodia. The role involves reviewing existing policies, conducting stakeholder consultations, and revising the guidelines to establish clear roles, responsibilities, and coordination mechanisms among relevant agencies. The consultant will also develop training curricula and deliver training sessions to support the operationalization of the NRM, ensuring a rights-based and coordinated approach to victim identification, referral, assistance, and reintegration. This initiative is crucial for strengthening Cambodia's capacity to combat human trafficking and protect survivors' rights and dignity.

Responsibilities

The consultant will finalize the National Referral Mechanism (NRM) Guidelines by reviewing existing documents and updating the draft to establish clear mandates and coordination structures among government agencies, civil society, and international partners. This includes conducting at least two consultative workshops to gather input and validate the revised guidelines, ensuring a victim-centered approach. Additionally, the consultant will develop a comprehensive training curriculum for the NRM Guidelines and deliver three training sessions: a Training of Trainers (ToT) for MoSVY officials and two cascade trainings for relevant actors. Key deliverables include the finalized NRM Guidelines, a training curriculum package, and a training completion report.

Work Experience

Requires at least seven years of technical, policy, or research experience in human trafficking, migrant protection, or migration management. Proven expertise in designing, delivering, and evaluating capacity-building programs and training curricula for institutional settings is essential. Extensive experience in research, assessments, and developing guidelines or Standard Operating Procedures (SOPs) is also necessary.

Skills

Demonstrated ability to collaborate with diverse stakeholders (UN agencies, INGOs, CSOs, government institutions). Excellent communication, interpersonal, and analytical skills. Ability to produce clear, rights-based, and practical outputs. Capacity to work independently with minimal supervision, demonstrating efficiency, flexibility, and cultural awareness.
